What movie has a brother who puts himself In a asylum to save his sister who is locked in there?

Okay I have been trying to find this movie for about two years.
It starts off where this guy is trying to get a hold of his sister in a insane asylum after putting her in their because she tried to kill herself. When the workers wont even let him talk to her he gets worried and gets himself put in their to see if she is okay. The asylum is doing tests on the patients and somehow turns them into zombie like people. I can not find this movie anywhere because i can remember the name or any of the actors in it...... can you guys help?
